Reverse grafitti – art or defacement?

Here’s a question for you – if an artist uses soap and old rags to create his art on buildings, is it illegal? After a good rain, his work washes away, but it also washes away some of the grafitti done by artists who came before him. Is his selective cleaning of walls defacement or not?
